Daniel Quinn

Daniel Quinn was later selected as one of a limited number of Hostage Negotiators for the City of New York. In this role he provided crisis intervention for individuals experiencing suicidal ideations and mentally disturbed persons including barricaded subjects, jumpers and armed perpetrators refusing to surrender.  His work required advanced negotiation skills emotional intelligence and the ability to stabilize volatile situations under extreme pressure.

Daniel Quinn’s final assignment with the NYPD marked a significant professional distinction.  He was designated Operations Commander for Staten Island within the Detective Bureau. This position is traditionally reserved for executive level ranks yet due to his proven leadership and operational performance he was entrusted with this command.  In this highly demanding role he handled all administrative functions and led investigative teams, 24/7 through complex cases critical incidents and high stakes operations across one of the most dynamic law enforcement environments in the world.

Widely recognized for strategic leadership crisis management and trust building Daniel Quinn established a reputation for operational precision and results driven execution.  His professional expertise spans investigative policing, hostage negotiation, executive protection and leadership strategy along with extensive experience in media relations, public affairs and community engagement.

In the area of investigative planning Daniel Quinn possesses extensive experience designing and implementing security strategies for high profile large scale events including New Year’s Eve, Fleet Week, the United Nations General Assembly and the New York City Marathon.  His background also includes managing complex crime scenes spanning multiple state jurisdictions requiring coordinated investigative and logistical oversight.  Additionally he has participated in rescue and recovery operations following natural disasters providing operational support in high risk and rapidly evolving environments.

As a key liaison during high profile investigations Daniel Quinn championed transparent communication between law enforcement, the media and the public. His efforts strengthened public confidence and countered misinformation in real time.  That experience continues to shape his work today as a law enforcement media contributor where he provides informed analysis and professional insight on policing crisis response and public safety issues.

Daniel Quinn has also served in an advisory capacity for media and entertainment projects requiring accurate law enforcement representation. Notably he met with actor Donnie Wahlberg to provide technical guidance and expert insight on police procedures and investigative practices for his role on the television series Blue Bloods, ensuring authenticity and operational accuracy on screen. In 2018 he also appeared in a documentary on the opioid epidemic where he and his team provided frontline insight, contributing to the work of nationally recognized journalist Myles Miller which earned an Emmy Award.

Following his retirement from the NYPD Daniel Quinn relocated to Florida and continued serving in consulting roles. However his dedication to service and helping others led him to recognize that full retirement did not align with his values or purpose.

Today Daniel Quinn is the Owner and Chief Investigator of Quinn Detective Agency LLC where he applies his investigative leadership, analytical and communication expertise in private investigations, public safety, law enforcement consulting, advisory and mentorship capacities.

Philanthropy and service beyond the badge are central to Daniel Quinn’s values as he is always looking to help someone.  As an avid networker in the law enforcement industry, he serves on the executive board of the nonprofit organization Blue Lives NYC where he leads initiatives supporting law enforcement officers, law enforcement families and children battling serious illnesses who aspire to join the profession.  In his new hometown he initiated and continues to lead a monthly first responders gathering that provides retired and like minded professionals with a trusted supportive network outlet while fostering new friendships, shared purpose and lasting camaraderie. He also volunteers his time supporting his local Fraternal Order of Police lodge and meets regularly with area law enforcement professionals providing non clinical peer support, mentorship guidance and professional development.

EDUCATION:

Daniel Quinn pursued a multidisciplinary academic path that complements both his operational and media expertise. He studied at the College of Staten Island where he double majored in Political Science and Cinema Production. He later completed advanced studies in Creative Writing at SUNY Empire State University and Emergency Management at Frederick Community College in Maryland. His professional education also includes Emergency Psychological Technician training at John Jay College of Criminal Justice.

Driven by an unwavering commitment to excellence and as a second generation NYPD law enforcement professional, Daniel Quinn brings more than two decades of distinguished service with the New York Police Department.  Over the course of his career he earned three promotions beginning with the highly regarded Detective Investigator shield followed by promotion to Sergeant and ultimately meritoriously achieving the rank of Detective Sergeant while serving in demanding investigative and supervisory roles. Throughout his tenure he was recognized with multiple departmental awards and received several medals of commendation for exemplary performance and dedication to service. His work was concentrated in violent urban and multicultural environments where precision, judgment, leadership and accountability were essential.

Throughout his NYPD tenure Daniel Quinn was assigned to crime suppression and advanced investigative units where he handled and supervised thousands of complex cases across diverse operational terrains. His investigative experience spans from homicide investigations, shooting incidents and other violent crimes to domestic violence and large scale missing persons cases requiring coordination across multiple agencies and jurisdictions.

One of Daniel Quinn’s most notable assignments was serving as the inaugural Unit Commander for the newly established Overdose Task Force where he led a specialized team confronting the opioid epidemic head on.  As a results driven leader he implemented targeted enforcement strategies and intelligence led investigations that reduced overdose incidents by more than forty percent while simultaneously dismantling multiple heroin, fentanyl and narcotics distribution networks.  The success of this initiative drew widespread attention and was featured across both local and national media outlets.

In addition to his investigative responsibilities Daniel Quinn was detailed to the NYPD Intelligence Bureau where he worked collaboratively with the United States Secret Service to provide executive protection and hotel site security for domestic and foreign heads of state. These assignments included protection details for Presidents Donald Trump, Joe Biden and Barack Obama as well as the President of Uruguay, the Prime Minister of Samoa, the King and Queen of Sweden, the King of Burkina Faso, the President of Israel and the President of Ukraine.  In addition to heads of state, Daniel Quinn also provided close protection services for celebrities, notable and prominent figures during high visibility engagements and public appearances. These high level operations demanded discretion adaptability and flawless execution within sensitive intelligence driven environments.
